GENERAL PRINCIPLES
1.1.
The Association of Young economist (AYE), is the public organization
with strives to accelerate social-economic development, promote
economic reforms, campaign economic knowledge. It was founded
voluntarily by young specialists, businessmen, students-economists
and its activities correspond to this Charter and legislature
of Azerbaijan Republic.
1.2. Being a sovereign organization AYE has not any dependence
from state, public and political institutions.
1.3. The activities of AYE are based on the principles of
collective leadership, legality and publicity.
2.
AIMS AND TASKS OF AYE
2.1.
AYE sets the following main goals:
a) To use effectively the potential opportunities of young
economists and researchers;
b) To make objective analysis of economic processes;
c) To help business owners in solving their organizational
and economic problems.
2.2. AYE has close relations with governmental and nongovernmental
organizations international economic institutions, foreign
educational and scientific centers and other organization.
2.3. AYE holds scientific seminars, discussion clubs and conferences.
2.4. Campaigns economic knowledge.
2.5. Creates a group of experts and makes constant comments
on present economic processes.
2.6. Works out conceptions and programs about social and economic
development of the republic, participates in the preparation
of bills related to economy.
2.7. Publishes books and manuals about economy, translates
foreign literature.
2.8. Prepares a packet of proposals about the ways of solving
social and economic problems and presents it to the proper
organizations.
2.9. Holds surveys of public opinion connected with economic
problems and makes scientific forecasts.
2.10. AYE joins voluntarily to other unions and similar organizations,
signs agreements and memorandums.
2.11. Defends the rights and interests of its members at various
levels.
2.12. Freely spreads information about its activities and
goals, makes declarations and appeals.
2.13. Finds out the problems of young economists and tries
to assist them.
2.14. To finance its activity AYE is entitled to make business
establishments, its own enterprises and firms.
2.15. Has its press.
2.16. Accomplishes other functions stated in legislature.
2.17. AYE doesn't set any political goal in its activity and
considers the formation of a market-oriented economy as the
only way for Azerbaijan to develop as an independent state.
3.
THE MEMBERS OF AYE, THEIR RIGHTS AND DUTIES
3.1. The membership to AYE is carried out in collective and
private forms.
3.2. Any person accepting the Charter of AYE and is able to
fulfill its goals and tasks is eligible for membership in
this organization.
3.3. To be accepted into AYE, candidate should be introduced
by one of AYE's members and write an application. The candidates
for membership are accepted to the organization on the decision
of the board and they are given the cards of AYE after a monthly
testing period.
3.4. The collective membership to AYE is carried out on the
basis of an official application addressed to the Board by
relevant organizations.
3.5. The member of AYE has to give membership dues at the
size of 1 % of a monthly salary.
3.6. To give up membership any member of AYE has to apply
to the Board. The appeal is considered by the Board and relevant
decisions are made there.
3.7. If the activity of AYE's member is in contrast with this
Charter, the question of his exclusion from the organization
is settled by the decision of the Board.
3.8. The member of AYE has the following rights:
3.8.1. to be elected and to elect to the electoral bodies
of AYE;
3.8.2. to take part in all arrangements organized by AYE ;
3.8.3. to discuss openly and criticize matters related to
the activity of AYE, put forward proposals about the future
work plans ;
3.8.4. to give up membership in AYE by making application.
3.9. There are the following duties of AYE's members:
3.9.1. to assist in the realization of the country's economic
sovereignty and the course of reforms;
3.9.2. to fill all given tasks ;
3.9.3. to represent AYE's interests ;
3.9.4. to observe strictly the organization's discipline ;
3.9.5. to give membership dues on time ;
3.9.6. to defend the dignity of AYE and raise its reputation
;
3.9.7. To keep other principles stated in the Charter.
4. ORGANIZATIONAL STRUCTURE OF AYE
4.1. The supreme body of AYE is a conference called once a
year. The extreme conference may be convened by the Board
on the demand of 1/3 of AYE's members.
4.2. The conference is considered to be valid in case of participation
of the 2/3 of AYE's members.
4.3 The conference: approves the Charter of AYE, makes amendments
and addendums to it by the majority of votes of the 2/3 of
participants; elects the chairman of AYE, Board, Revision
Commission and Advisory council, holds hearings on reports
made by the Revision Commission; decides on ceasing AYE's
activity.
4.4. The conference of AYE is held trough public voting.
4.5. The General Assembly of AYE:
4.5.1. is convened by the decision of the Board;
4.5.2. carries out structural changes within the Board, Revision
Commission and Advisory Council in case of necessity;
4.5.3. makes declarations and appeals;
4.5.4. considers the matters of AYE's collective membership
in other organizations.
4.6. The General Assembly is considered to be valid if the
majority of AYE's; members is presented.
4.7. The resolution of AYE are adopted by the majority votes.
4.8. The Board: - by being the executive and instructive body
of AYE it carries out the current activities;- coordinates
the activities of structural divisions; - holds meetings not
less than 2 times a month and passes resolutions;- provides
cooperation between AYE and other organizations accepts new
members to AYE;- considers the matters of exclusion from membership;-
determines the structure of AYE;- runs business and financial
activities;- convenes the General Assembly of AYE in case
of necessity.
4.9. The Board consists of 7 members.
4.10. The vice-chairman, commercial director, coordinator
of the Advisory Council, organizational, information secretary
and science secretary of AYE building their activities in
accordance with the "Duty instructions for AYE's members
".
4.11. The meetings of the Board are considered to be valid
if the majority of its members is presented.
4.12. The resolutions of the Board are adopted by the majority
votes.
4.13. The members of the Board can not be appointed as the
chiefs of the structural divisions of AYE simultaneously.
4.14. The chairman of AYE;- heads the Board;- represents AYE
at various levels and acts on its behalf, presides at the
meetings of the Board, conference and General Assembly;-puts
his signature to all documents related to the activities of
AYE, gives orders and instructions; - controls (keeps under
control) the execution of AYE's resolutions;- approves work
plans, instructions and regulations, staff schedule of AYE;-
appoints the chiefs of structural divisions of AYE, settles
other matters connected with the activity of AYE. The duties
of Chairman are carried out by Vice-Chairman in case of necessity.
4.15. Revision Commission:- controls the execution of principles
of the Charter;- controls business and financial activity
of AYE and verifies it; -during the meeting of the Board brings
up the matter about those members who disobserve the principles
of the Charter; -every year gives accounts about its activity
at the conference;- consisting of 3 members it is elected
by the conference. The members of the Revision Commission
can not be appointed as the head of department of AYE.
4.16. Advisory Council;-having been chartered under the jurisdiction
of AYE gives advises and recommendations in order to raise
the effectiveness of its activity;- expresses its opinion
about scientific articles and work made by AYE. The cooperation
of the Advisory Council with AYE is provided by its Coordinator.
The number of members of the Advising Council isn't limited.
4.17. There are the following structural divisions of AYE:-
Department of finance and credit-Department of foreign economic
relations;- Department of business and privatization; Department
of agricultural reforms;- Department of social development;
- Department of management improvement;- Department of industrial
and structural policy;- Accounting department;- General department;-
Department of information;- Department of commerce.
5.
THE PROPERTY OF AYE
5.1.
The property of AYE includes buildings, equipment, inventory,
money, securities, publishing-houses, installations and other
belongings which are necessary for material security of the
activity stated in the Charter.
5.2. There are the following sources of money income of AYE:
membership dues, voluntary contribution business profits,
dividends, other /ega/ incomes.
5.3. The money resources of AYE are used to finance arrangements
stated in the Charter.
5.4. AYE interacts with the state budget in accordance with
the present legislature.
6. LEGAL STATUS OF AYE
6.1.
AYE is a corporation which has its own balance, bank account,
property, stamp, seal and form.
6.2. AYE is entitled to sign agreements and establish direct
relations with international economic organizations, foreign
educational and scientific centers.
7.
REORGANIZATION AND LIQUIDATION OF AYE
7.1.
The liquidation and reorganization of AYE is carried out by
the majority votes of 2/3 of participants.
7.2. After the liquidation and reorganization of AYE the remaining
money resources are used in accordance with the rules determined
by legislature.
7.3. AYE may also be liquidated in cases determined by legislature.
8.
SUMMARISING PRINCIPLES
8.1.
The major office of AYE is located in Baku.
8.2. There are 3 main languages applied in the work of AYE:
Azeri, Russian and English.
8.3. The period of AYE's activity isn't limited.
